Why Solar grounding is needed ?

A PV system, is defined as grounded system when one of the DC conductors ( either positive or negative ) is connected to the grounding system., which in turn is connected to the earth.  Many governments have rules that solar PV systm must be grounded.

What is the solar grounding ?
