Bali Launches Rooftop Solar Promotion Plan, Mandates Installation in Public Buildings

To promote local energy use and achieve energy autonomy, Indonesia's Bali has officially launched a rooftop photovoltaic (PV) project aimed at accelerating the deployment of distributed solar systems in government agencies, public facilities, and commercial venues.

Recently, Bali's provincial governor, I Wayan Koster, formally announced the initiation of the "Socialization Initiative for Accelerating the Implementation of Rooftop Solar Power Plants in Bali Province." He stated, "All provincial, municipal, and district government agencies must utilize rooftop PV systems, and additionally, all hotels, villas, schools, universities, and markets are required to install them."

This plan is a key component of Bali Province's "Net Zero Emissions by 2045" goal, which was jointly launched by the provincial government and the Indonesian energy policy think tank, the Institute for Essential Services Reform (IESR), in July 2023.

According to IESR's assessment, Bali's PV power generation potential totals up to 22GW, with rooftop PV's developable potential ranging from 3.3 to 10.9GW, yet currently, the utilization rate is less than 1%. IESR calls for Bali to prioritize the deployment of rooftop PV systems equipped with Battery Energy Storage Systems (BESS), which is the fastest and most cost-effective way to enhance the island's energy supply and ensure energy security, while reducing dependence on Java's power transmission lines. Currently, about 25% to 30% of Bali's electricity is transmitted from Java via undersea cables.

Fabby Tumiwa, Executive Director of IESR, pointed out, "The combination of rooftop PV and energy storage systems can meet the surging electricity demand post-pandemic and alleviate the pressure on the state electricity company to add new power supply."

In line with Indonesia's national energy development goals, the country aims to add 100GW of new power generation capacity by 2040, with renewable energy accounting for 75GW of that, and solar PV contributing 27GW.
